Task description: 

Project

The consortium GOPA Consultants mbH and B&S Europe is preparing for Lot 2&3 of the EU-funded Framework contract “Policy Support Facility for the Implementation of EU Foreign Policy”.

The Expression of Interest has been submitted in February 2019 and we are expecting short-listing by the end of March. In the scope of the tender preparation we are recruiting an experienced and hands-on Senior Project Manager to steer the process and supervise the FWC Management and Support Team in the technical and financial implementation according to the rules and regulations of the EU.

The period of implementation of the framework contract will be September 2019-August 2021, with possible extension up to August 2023.

The objective of the FWC is to provide, via individual assignments defined and contracted through specific contracts, expertise that can be mobilized at short notice.

Job Summary

Reporting directly to GOPA and B&S Directors, the Project Director will be assigned full responsibility for the set-up and day-to-day management of our internal Key Account Unit – EU-Frameworks Lot 2&3, equipped with experienced staff (FWC Management and Support Team) in recruiting and elaborating technical and financial proposals in line with EU procedures.

Duties and Responsibilities

  • Responsible contact person for the client on all contractual and procedural topics of the FWC implementation on behalf on the consortium;
  • Responsible for all outputs required under the specific contracts and all reports on the FWC implementation;
  • Strategic and continuous leadership of the Key Account Unit – EU-Frameworks Lot 2&3;
  • Supervision and steering of internal staff (Management and Support Team);
  • Responsibility for the successful participation in tenders launched under the Lots 2&3 of the Framework Contract;
  • Overall management of the consortia and steering of internal consortium negotiations and ensure participation of each member according to consortium agreements;
  • Ensuring the integrity and compliance with internal and external competitiveness rules and regulations;
  • Establishment of an internal feedback mechanism to feed relevant information to GOPA and B&S Europe;
  • Technical backstopping including regular reporting on technical and financial status;
  • Supervision and monitoring of the services rendered and of the performance of the experts implementing the individual assignments and quality control of the Specific Contract outputs;
  • Responsibility for administration and logistics of all activities of the Key Account Unit – EU-Frameworks Lot 2&3;
  • Negotiations with high-profile experts;
  • Establishment of relevant internal and external networks with experts, resource persons and stakeholders for successful performance in the Framework contract;

 

Qualifications: 

Requirements

  • University Degree in the field of International Relations, Public Administration, Public Policy, Trade & Investment, Economics, Law or related areas relevant for Lot 2&3;

  • Minimum 12 years of professional experience related to the lot and the function assigned;

  • Minimum 5 years of professional experience in a senior management position, preferably in development cooperation;

  • Minimum 5 years in the field of acquisition and implementation of EU-funded service contracts;

  • Preferably experience with the management of EU-funded framework contracts;

  • Sound knowledge of EU rules, guidelines and tendering procedures, preferably specific experience in framework contracts;

  • Fluency in English plus French (C1);
