Capacities of district administrations to be built in Rwanda

GOPA has been awarded the third phase of a decentralisation project

This 24 months consultancy implemented by our department Monitoring & Evaluation/Quality will build capacities at the Local Administrative Entities Development Agency (LODA), the agency responsible for the coordination of all decentralisation measures in Rwanda. It will also enable LODA to build respective capacities of district administrations mainly in the fields of planning and preparation of local government (LG) projects, technical quality and economic efficiency of LG infrastructure, and project cycle monitoring.

Key activities of the projects financed by the KfW Development Bank cover the whole project lifecycle and aim at minimising later operational and maintenance costs by focusing on the sustainability of the investments made. Other activities cover the support to strategic as well as budget planning of revenue-oriented projects promoting local economic development. A crucial tool to be applied in this project is the monitoring and evaluation information system that has been developed in the second phase.
