The German bilateral cooperation has supported the private sector development in Bulgaria since 1992 through various projects. Between 1992 (when GOPA was firstly involved) and 1998, Technical Assistance had focused on the strengthening of the competitiveness of Bulgarian enterprises. Special attention was given to trade and investment promotion. In 1999, a new approach was adopted which has put more emphasis on the role of clusters, branch associations and policy advice related to private sector development.

Project details

Objectives: 

Strengthening of private small- and medium-sized enterprises through consulting activities and international and regional fair participation, thus increasing turnover, profits and employment.

Activities: 

Sector development strategies in the various target sectors have been developed together with stakeholders from the government and sector associations and other stakeholders from the private sector. Consequently, project activities then focused on the implementation of those strategies. In this context, cluster promotion and regional development approaches and sector related export promotion strategies have been developed and implemented. In the software industry, special emphasis has been placed on the promotion of applied R&D as well as on the development and marketing of innovative software products in cooperation with technical universities.
