Task description:

The main responsibilities and tasks of the international long-term expert will be:

  • Overall project management, in line with KfW standards, development of project operational manual, preparation of work planning, project status reports
  • Technical advice in the following areas: Coastal protection and management/ mangrove rehabilitation / sea dyke restoration / flood protection and erosion control / livelihood and community development
  • Training, mentoring and supervision of project team members; identification and coordination of short-term experts
  • Financial planning and management, procurement and monthly accounting
  • Monitoring of results and progress of project implementation
  • Reporting to the steering committee on the progress of project implementation
  • Coordination of cooperation with clients and partners and with GOPA headquarter.
Qualifications:
  • Master's degree (or higher) in (Coastal) Engineering, Agriculture, Forestry, Economics or related fields
  • Minimum of 8 years of professional experience in natural resource management or coastal management in international development cooperation (e.g. in a consulting firm, bilateral or multilateral development agency, NGO)
  • Experience in project and financial management with at least 3 years as team leader / chief technical advisor, preferably in financial cooperation of bilateral or multilateral donors
  • Sound technical knowledge and proven experience in one of the following areas: Integrated coastal protection / sea dyke restoration / flood protection and erosion control / coastal forest management / mangrove

    rehabilitation / livelihood development
  • 5 years’ work experience in Southeast Asia, ideally in Vietnam.
  • Experience in reporting and procurement, if possible according to KfW Procurement Guidelines
  • Socio-cultural competences as well as coordination, communication and writing skills and ability in moderating complex administrative processes
  • Fluency in English, German or Vietnamese are an asset.
