ADB-funded SASEC Power Transmission & Distribution System Strengthening Project, Consulting Services for GESI

The technical assistance (TA) aims to assist the Nepal Electricity Authority (NEA) in implementation of a Gender Action Plan for the project and will strengthen institutionalization of gender equality and social inclusion (GESI) throughout its operations while supporting women and excluded groups to productively use energy safely and efficiently.

The TA will complement the scope of the Power Transmission and Distribution System Strengthening Project (PTDSSP), which underpins the Government of Nepal’s goal of “energy for all” and will provide infrastructure investment in electrification in selected areas of Nepal. 

This assignment will focus on main two outputs:

• Output 1: Strengthened capacity of Nepal EA to implement approved strategy, operational guidelines and manuals of GESI.
• Output 2: Increased capacity of women, poor and the marginalized to use electricity efficiently and productively.

The Enterprise development expert will supervise and provide guidance during baseline survey to see the livelihood measures and income of the current and potential entrepreneurs, capacity analysis and needs assessments for livelihood enhancement training and skill development training.

The Expert will review selection criteria and selection of the trainees as per the criteria for livelihood enhancement training and skill development training and provide orientation to the selected trainees and their family members.

The Expert will guide team members develop training materials, case stories and other material and provide trainings to existing or new energy-based entrepreneurs in Province 2.

The Expert will review market analysis, capacity analysis and needs assessments for skill development training and find relevant courses for technical and vocational education and training and support the trainees to register the courses and receive the training.

The Expert will guide conduct a market analysis and check available employment opportunities, SME finance available for enterprises and provide post-training supports.

The Expert will guide facilitate discussions with relevant agencies as needed for the activities and help finalize knowledge products and any other tasks as needed.

The Expert will have master’s degree in business or a relevant social science discipline, and more than 10 years of experience in social development work, preferably in energy programs and projects.

S/he will have knowledge to develop standards and systems for implementing energy-based livelihood approaches and vocational skills development working with rural communities.

S/he shall have work ability in networking and linking with the stakeholders at field and centre level.

S/he will have experience in designing and conducting surveys, needs assessment, market assessment.

Languages: Excellent written and oral communication skills in English mandatory. Working knowledge of Nepali is an advantage.

Previous ADB and/or Nepal experience is an advantage.

The expert will work intermittent (6 months within 3.5 years project duration).
