Task description:
  • Ensure the process of small-scale infrastructure planning, designing, implementation, bid documents preparation in the two-land consolidation pilot kebeles.
  • Provide expert guidance on designing, technical assessments, project management, and risk analysis.
    Reviewing technical documents, ensuring compliance with codes and standards, managing design and construction activities,
  • Assure the ESIA documents related to small-scale infrastructures and Natural Resource conservation structures complies with PCPS and ESIA guideline and international quality standards by reviewing and correcting the interim outputs.
    Advise the National Civil Engineer in documentation/ inputs necessary to consider align with international practice and adjust to ETH practice in order to plan and design PCPS, design standard and technology choice in relation to land consolidation purpose.
  • Advise the National Civil Engineer in the necessary data collection for designing. He/she reviews and corrects the conceptual design, specification, cost estimation and other interim outputs of PCPS projects.
  • Assure the quality controls in the creation of the PCPS map, focusing on the precise demarcation of the alignment of the access and field road, on which the land reallotment is based. Supports defining the parameters that need to be considered when designing the blocks (length and width of the field roads), and other infrastructure corridors in LC areas and adjusted to ETH circumstances.
  • Consult with the GOPA team on any other PCPS and ESIA-related requests.
  • Contribute to the related training event.
Qualifications:
  • MSc in Civil Engineering/Irrigation Engineering or equivalent (PhD advantageous).
  • More than 10 years working experience in implementation and working internationally in land consolidation, particularly on PCPS (Plan of Common and Public Systems) works and rural development related infrastructure designing and implementation.
  • Strong knowledge in using design software to create project drawings and renderings.
  • Experience in quality assurance of design studies, plans and other consultancy-related documents.
  • Familiarity with ESIA and PCPS guidelines for land consolidation.
  • Excellent presentation and communication skills.
  • Experience of working with GIZ is advantageous.
  • Fluency in English.
