Assisting Reconstruction and Improving Living Conditions in Anbar (ARILA) – Component: Strengthening the Vocational and Job Skills Training Sector in Anbar (GIZ)
Task description:

Total project duration is 18 months. The Team Leader position will be part-time: 170 working days, of which 150 in Iraq. 170 working days divided by 18.33 working days per month (GIZ working day calculation) equals a total of 9.27 months of work for the Team Leader during the implementation period of 18 months.

Description:

  • Overall responsibility for the advisory packages of the contractor.
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and regional level.
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners 
  • Taking cross-cutting themes into consideration (inclusion of the private sector and other relevant stakeholders, gender equality).
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
  • Ensuring that monitoring procedures are carried out.
  • Continuous communication with responsible GIZ project staff and regular reporting in accordance with deadlines.
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase.
Qualifications:
  • University degree (Master’s or equivalent) Education Studies/other relevant field of study 
  • Knowledge of English, C1 in the Common European Framework of Reference for Languages; knowledge of Arabic, B2 in the Common European Framework of Reference for Languages
  • 15 years of professional experience in the TVET sector, of which 5 years in another country (international context) 
  • 8 years of professional experience in educational governance and management and institutional advisory in the field of TVET 
  • 10 years of management/leadership experience as project team leader/manager in a company
  • 5 years of relevant work experience in the Middle East  
  • 5 years of experience working in technical development cooperation projects 
  • 3 years project management in post-conflict or (post-)humanitarian context
