Task description: |
Project objective: Development of digital solutions and strengthening of technical skills for the institutionalization of instruments for protected area management and forestry value chain promotion Ethiopia has a consolidated system for the conservation of its biodiversity, including forests, which also helps improve the living conditions of the local population The institutions responsible for the management of protected areas and forests at national, regional and local level, together with the private sector and state actors from other sectors, implement a climate-resilient management in selected landscapes in accordance with the interests of the local population. Lead executing agency : Environment, Forest and Climate Change Commission (EFCCC)
Key Outputs: 1. Institutionalization of piloted management instruments; 2. Participatory protected area management in the landscape approach; 3. Raising environmental awareness of the local population 4. Alternative financing and management models; 5. Capacity to use forest resources sustainably. Tasks of Key expert 5 - National long-term expert - Advisor in alternative management and financing mechanisms for protected areas • Coordinate the development and establishment of a digital platform to match (match-making platform) potential alternative management and financial mechanisms with selected protected areas and ecosystem services • Coordinate research work (with national and international universities) to determine the economic value, condition and potential uses of ecosystem services in and around selected protected areas and ecosystems • Establish a monitoring system to follow up and update the condition of ecosystem services in selected protected areas at EWCA • Define selection criteria and standard operation procedures for selection of ecosystem services in protected areas to be subject of payment for ecosystem services (PES) • Define selection criteria for private actors’ involvement in the different options for protected area management (e.g. delegated management, co-management, PPP) • Conduct training with the technical teams at EFCCC and EWCA for the updating of the platform, the monitoring system • Conduct trainings for IT staff at EFCCWCA for the maintenance and management of the platform and monitoring system • Develop tools and processes to steer accountability and monitor performance of private organisations involved in protected area management and payment for ecosystem services • Conduct trainings for partner institutions in steering and monitoring management delegation processes to private actors in protected areas |

Qualifications: |
• Education/training (2.5.1): University degree (master’s) in natural resource management, conservation, environmental economics, or environmental engineering; • Languages (2.5.2): Knowledge of English, C1 in the Common European Framework of Reference for Languages; • General professional experience (2.5.3): 15 years of professional experience in protected areas management, or environmental finance; • Specific professional experience (2.5.4): 10 years of professional experience in private sector involvement in environmental projects, and 5 years of experience in facilitating trainings or capacity building; • Leadership/management experience (2.5.5): not applicable; • Regional experience (2.5.6): not applicable; • Development cooperation (DC) experience (2.5.7): not applicable; • Other (2.5.8): 5 years of experience in the use of digital tools related to conservation. |
