Malawi: Training to Build a Democratic Legacy from the Ground Up

A landmark Civic Education Training of Trainers (ToT) workshop in Malawi has been recently completed. This pivotal initiative, under the European Union (EU) funded Malawi Democratic Governance Programme (Boma Lathu), supported by GOPA Worldwide Consultants, marks a significant step toward unlocking the nation's full democratic potential.

The three-day workshop, which commenced on August 19th, was officially opened by Dr. Elizabeth Gomani Chindebvu, Principal Secretary for the Department of National Unity. The event brought together a diverse cohort of new trainers from across all three regions of Malawi, representing key institutions including NICE Public Trust, the National Registration Bureau, the academia, the Directorate of Civic Education staff, the Chikwawa Civic Education Hub, and the Malawi Human Rights Commission, among others.

But this was more than just a workshop—it was the activation of a powerful Theory of Change to invest in local champions that will create a ripple effect to reach every corner of the country.

Theory of Change in Action:
By equipping these dedicated trainers, a cascade of impact has been set in motion. Effective civic education will:

  • Enhance citizens' appreciation of democratic values.
  • Increase the ability of communities to participate actively in public life.
  • Build critical skills to demand, defend, and exercise rights and responsibilities.
  • Foster a deep-seated urge to discharge duties as members of a self-governing community.

The Conceptual Framework: A Cascade of Knowledge
The newly certified trainers were equipped with a specially designed curriculum, emerging with enhanced expertise in:

  • Governance & Democratic Processes
  • Human Rights Advocacy
  • Gender & Social Inclusion (GESI)
  • Leadership & Conflict Management
  • Financial Literacy & Economic Empowerment

This is sustainability in action. Through this strategic cascade model, project activities are not just teaching—they are building a more informed, committed, and empowered Malawi, firmly aligned with the #Malawi2063 vision.
