Unlocking Business Mobility in the East African Community (EAC)
The EU–EAC CORE Programme, implemented by GOPA Worldwide Consultants, convened the 1st Public–Private Dialogue (PPD) on the Mobility of Business Persons in the East African Community on 11–12 September 2025 in Kampala, Uganda.
Mobility of business persons is central to the EAC’s Common Market Protocol, enabling professionals, entrepreneurs, and service providers to move across borders to trade, invest, and innovate.
Yet, despite progress — such as the EAC e-Passport, One-Stop Border Posts (OSBPs), and Mutual Recognition Agreements (MRAs) in accounting, engineering, and architecture — business people continue to face challenges including:
• Inconsistent visa and immigration policies
• Delays in obtaining permits
• Non-recognition of professional qualifications
• Administrative red tape at border points
• Barriers faced by women and informal cross-border traders
The PPD brought together government officials, regulators, business leaders, professional associations, labour organisations, and development partners to:
• Share real-life experiences and case studies on business mobility across EAC Partner States.
• Align policies with the EAC Common Market Protocol on services, immigration, and recognition of qualifications.
• Strengthen collaboration between public and private stakeholders for more consistent and transparent implementation of regional commitments.
By fostering trust, accountability, and continuous dialogue, this PPD sought to co-create a practical action matrix that addresses systemic barriers raised by the private sector and provides a roadmap for reform as well as position business mobility as a driver of competitiveness, job creation, innovation, and inclusive regional growth.
Together, we can make cross-border movement in East Africa smoother, fairer, and more predictable — unlocking opportunities for businesses and professionals alike.
